F-12 is a grade designation. "F" means "Fine" which is a general grade meaning that the coin is moderately worn but all details are visible. The '12' is a more specific refinement within the Fine grade. Numbers for that grade range from 12 to 19, with 12 being the most worn condition that still can be classed as Fine.
