Depends on how deep a level you want. On the top level, its about a guy, who is "emo" anti-social for reasons explained towards the middle of the game. He is a mercenary, trained to be one, and goes on missions. Then he gets dragged into something of a much larger scale. Like all FF, its about him saving the world with his friends. Any more would spoil the game.
In my opinion, it is one of the best, it obviously looks a little dated now, but if high quality graphics and sound aren't as necessary to you as story and gameplay, I'd easily recommend it.
You're thrown into the story pretty quickly, and is full of unexpected plot twists and exciting story right through to the very end, and the "junction" system when acquiring different magic types adds numerous different ways to exploit foes weaknesses and build up your defence.
The Final Fantasy character called Tseng is from Final Fantasy VII, not Final Fantasy VIII.

Cloud is not a character and does not appear in Final Fantasy VIII. Cloud appears as the main playable character in Final fantasy VII, and other brief cameo appearances in other games in Final Fantasy. Also an appearance In Kingdom hearts which is non Final Fantasy.
