maybe because it was his plan that wen wrong. it was his fault that everyone thought Juliet was dead, also he should of informed to romeo about the plan before Juliet drank the potion to prevent such disasters. so it technically was his fault for trying to fix something he couldn't. He is certainly not responsible for killing Tybalt or Mercutio. He did not make Romeo and Juliet fall in love. He is not the cause of the feuding families.

Romeo and Juliet's because they chose the path where they wanted to go. The whole Montague and Capulet for having a endless and useless family feud.
It wasn't just the Montague's fault. It was the Capulet's fault too. Why? Because if they hadn't been fighting, Romeo and Juliet wouldn't have had the need to hide their love from their families, meaning Juliet wouldn't have been sent to marry Paris, leading to Juliet never having to take the poison and never leading to Romeo thinking she's dead and him killing himself and then Julit killing herself.
