maybe because it was his plan that wen wrong. it was his fault that everyone thought Juliet was dead, also he should of informed to romeo about the plan before Juliet drank the potion to prevent such disasters. so it technically was his fault for trying to fix something he couldn't.
He is certainly not responsible for killing Tybalt or Mercutio. He did not make Romeo and Juliet fall in love. He is not the cause of the feuding families.
