Isaiah chapter 40 starts with the word "comfort" and this is the theme of the chapter.

It expounds on the greatness of Jehovah God and how he cannot be compared to any other being. As the grand creator, he describes how he lives above and looks upon the "circle of the earth" (vs. 22) and even knows each of the stars by their name. His dynamic energy/power can never be depleted and he wants to use this to help righteous ones on the earth.

It explains that he desires to be a shepherd to the ones who seek out comfort from him. He wants to love his human creation and bless them.

The Book of Isaiah is actually a composite work, with chapters 1-39 attributed to Isaiah, son of Amoz, and chapters 40-55 attributed to an anonymous prophet living in exile in Babylon. Chapter 40, the first chapter attributed to the author in Babylon, is lively and optimistic, praising God. It begins with words of comfort to the Jews in exile: (40:1-2) "Comfort, give comfort to my people, says your God. Speak tenderly to Jerusalem, and proclaim to her that her service is at an end, her guilt is expiated; Indeed, she has received from the hand of the LORD double for all her sins." To a large extent, the remainder of the chapter is summarised in verse 18: "To whom can you liken God? With what equal can you confront him?"

Isaiah 40:3 is a passage made famous when copied by the author of Matthew's Gospel : "The voice of him that crieth in the wilderness, Prepare ye the way of the Lord, make straight in the desert a highway for our God."
