Lincoln Emancipation Proclamation actual made the war worst. The south felt as though he was trying to make the slave to rebellion. On the boarder states, he didn't enforce this law due to his terrified of the others will leave the Union and join the Confederacy.

In a speech in 1858 in Quincy, IL, Lincoln said, "We have in this nation the element of domestic slavery. The Republican Party think it wrong - we think it is a moral, a social, and a political wrong. We think it is wrong not confining itself merely to the persons of the States where it exists, but that it is a wrong which in its tendency, to say the least, affects the existence of the whole nation. Because we think it wrong, we propose a course of policy that shall deal with it as a wrong."

Lincoln was not an abolitionist. On the moral ground he condemned the slavery, which was hurting his inborn sense of justice and goodheartedness. In substance his thoughts in merit coincided with those of his fellow-citizens frontiersmen: the slavery had to be banned from or forbidden in the Territories because it would made unfair competition to the free workers. Furthermore he declared that the slavery was an arcaic and dying institution and it would have been better to let it die a "natural death".

Indeed, during his Presidential mandates he was compelled, for political reasons, to "melt" his attitude in complying with compromise solutions in order to solve many military and political problems, involving also the slavery, both in positive and negative sense.
