Richard Neustadt (1919-2003) was an American political scientist who studied presidential power. He argued that the President's real power came from persuasion, the ability to convince his cabinet and Congress that they have a duty to do what he thinks they should do. The president must rely on his personal prestige , his professional reputation and the respect that the public gives to his programs, in order to rule over Congress and the Cabinet.
