Pokemon Mystery Dungeon: Explorers of the Sky is the third version of the Pokemon Mystery Dungeon 2 games. It varies slightly from its counterparts (Explorers of Time and Explorers of Darkness) and improves on game aspects which were lacking in the original releases.
Explorers of the Sky includes the option of extra missions where you can explore dungeons as another Pokemon. These missions allow you insight into other characters of the world which you meet, as well as allow you to see how Grovyle and Dusknoir cope in the future world (a plot which was unknown in the previous versions).
Since the release of Explorers of Time and Darkness, Shaymin and Arceus have been revealed. While Shaymin is incorporated into this game, Arceus was not. The Pokemon initially available from the personality test as well as possible partner Pokemon have also been expanded, including Shinx, Riolu, Vulpix and Phanpy. There was also a slight expansion of Treasure Town (the Pokemon centre of commerce) which now includes Spinda's Cafe.
Perhaps one of the more noticeable changes are the methods in which your rescue team can obtain missions. You can now accept challenges from Spinda Cafe as well as find requests in bottles on the beach. Of course, the notice boards are still the main method of finding missions (although it should be noted that you can no longer obtain missions which reveal a new land - these are offered in Spinda's Cafe).
In short, Pokemon Explorers of the Sky is a remake of Pokemon Explorers of Time and Darkness, and acts as a trio of the versions like Crystal to Gold and Silver, or Emerald to Ruby and Sapphire.
i do not have explorers of sky
The main difference between Pokemon Explorers of the Sky and Pokemon Explorers of Time is that Explorers of the Sky is an enhanced version of Explorers of Time. Explorers of the Sky includes additional features such as new storylines, characters, dungeons, and Pokemon compared to Explorers of Time.

It may take several attempts to recruit legendary Pokemon in Explorers of Sky.
Yes, Arceus and Shaymin are both featured in Pokemon Explorers of Sky.
