STCW is the standard of training certification and watchkeeping. This a basic safety course regulate by the IMO for all seafarers. One must attend this course in order to be able to work on board a ship regardless of whatever certification you have as this is the basic primary certification needed to set a feet on board any ship around the world. The certificate is INTERNATIONALLY recognised.

Why it should stop the fresh water generator when the main engine is stop?

It is not a must be condition but if your FWG is only heated by your ME if the ME is off you are not producing heat enough to boil the water (@ partial vacuum chamber) to keep it producing so the pumps are only sucking water from sea (cooling the ME that are off (this is bad)) pressurizing water (cold) inside FW that also in not boiling any water, and if that FW plates has any leaks (internal parts) you are literally trowing salt water or river water straight to your fresh tank.
