It isn't. The Headquarters of the Metropolitan Police is called Scotland Yard because their original office was in a street in London called Scotland Yard. Eventually they outgrew their original office and moved into new premises a few hundred yards away which they named New Scotland Yard to differentiate the new office from the old one. About 30 years ago, they outgrew New Scotland Yard and moved to a new modern purpose built building not far away. 'Scotland Yard' is now a generic term referring to the headquarters of London's police service, although it hasn't been situated in 'Scotland Yard' for about 100 years. The 'new' in the name is no longer used.
