The process of declaring a person blessed is called beatification. It is the third of four steps on the way to canonization. A person who has died, has lead a life worthy of heaven, and has a one miracle credited to their intercession with God is beatified, and "raised to the altar", in other words there is a collect (prayer) written for him and usually a Mass and an Office.
