Tol Barad is the Cataclysm outdoor PVP zone and daily quest hub, kinda like Wintergrasp and Isle of Quel'Dalas mixed together. Whoever controls the prison (control is obtained by a battle every 2hrs or so) has access to dailies that have even better rewards than the other dailies on the island and is eligible to go into the instance that is located there.
