Borland Turbo C++ is a 16-bit DOS implementation of C++. As such it cannot be run natively on 32-bit architecture, including Windows XP. Emulation programs such as Dosbox can be used to emulate a virtual 16-bit environment, however you will need to install a slightly modified version of Turbo C++ that is capable of running within this environment.

Depends upon the personal opinion. They both are different IDE. Dev C used the MICGW compiler while Turbo C uses Borland compiler. Hence due to this, certain inbuilt functions will not work in Dev C. clrscr() is one such function. However Turbo C is outdated and does not use follow many of the programming standards.
Visual C++ Express http://www.microsoft.com/exPress/ is the best place to get a full C++ IDE (Integrated Development Environment). There are many other IDEs around, but I find this is the best one. turbo c cannot execute c++ as well..since c++ is the superset of c .the cprograms can be compiled in turbo c++.
