This is the first official release of UMTS , you know like the "first generation". The white paper was done in december 1999 and marked the boundary between a 2G GSM technology ( edge) and the specification for a 3G Network . Hence speeds for both were 384 Kbps. These have long since been improved upon. You wouldnt believe unless i told you.
