A plinth refers to the base that a column rests on. Tie beam refers to a beam that connects two or more columns, that acts as a stiffener.

This job isn't too difficult. You have to remove the panel underneath the dash to access the steering column. The hi beam switch is located to the left of the column, and it is held in place by two 5/16" or 8mm screws.
The low beam and the high beam may be two separate lights. The low beam and high beams are two separate bulbs. The lows are bulb # 9006 and the highs are bulb # 9005. If you only replaced one the other could be blown. If that isn't the problem then the switch on the steering column could be bad or so could the wiring but it is most likely the bulb.

There are two brackets that hold the steering column to the dash frame. Remove the bolts that hold the brackets to the dash frame. There is one bolt that connects the universal joint to the rest of the steering shaft. All these bolts are accessible under the dash. Beyond that you need to unplug the electrical, and also if you have an automatic, you need to disconnect the park innerlock cable from the column. (Easier after you have lowered the column out of place)
