Vichy was the name of a town or city that was the temporary Capital of France during the German occupation. Thus the phrase (Vichy France) which was popularized by the Alllies and is believed to have been coined by Winston Churchill as here is a neat little two word clause- like Nazi Germany. The French did not use the phrase Vichy France, preferring Occupied France, or the Zone occupied by Germany, etc. the Waffen-SS was heavily involved in Vichy France, in fact going after deportees ( Jewish people) and in effect over-riding the French Police- instead of Feld Polizei ( German for Field Police) the agents operated under the cover of Feld Gendarmerie- borrowing the French term for Police.
