WikiTree.com is a collaborative family history web site started by the same person who created WikiAnswers, Chris Whitten.
WikiTree's mission is to grow a single worldwide family tree with which anyone can freely connect their private family histories. The idea is to strike the perfect balance between collaboration and privacy so that families can share personal information, photos, and memories, while at the same time growing a valuable genealogical resource with distant cousins and strangers.
WikiTree is entirely free. Content is owned by its contributors. The service is supported by modest ads on public pages.

There is definitely software out there that you can use for a fictional family tree, used with writing a book or whatever. Just make sure that you use one where you don't have to share the tree with other people, so they don't try to join it to trees of real humans... that would mess up a lot of people's research. :) Maybe try Famberry. That one looks like you can keep it private unless you invite people. Definitely don't use WikiTree, Geni, Ancestry.com or any of the ones where it becomes automatically public.
WikiTree is entirely Internet-based. It was created online. The creator of WikiTree, Chris Whitten, lives in New York State.
