Windows 7 can run without problems on a computer with at least 512 Mb RAM, 1400 MHz Single Core, 64 Mb Onboard graphic card, and 30 Gb Hard drive.

Performance leaves much to be desired (compared to stronger configuration) but it doesn't differ from XP very much. I once used Dell Inspiron 8600 with windows 7 installed (vlited version), mainly for internet browsing and multimedia.
