Check that series number again. The US did not print any $1 silver certificates (or any other $1 bill) with a 1927 date.

The coin is a PEACE Dollar not a Liberty Dollar. 1927 is a little better date for the series with retail values for circulated examples from $16.00 to $30.00 depending on the actual grade of the coin.
All Peace dollars have this. It's just a normal part of the design and adds nothing to the value.
