Assuming the coin is circulated and has no mintmark, the 1939 Washington quarter dollar is a common date of the series. Most coins show heavy wear. For an accurate assessment of value the coin needs to be seen and graded. In general retail values for circulated coins are $7.50-$10.35. Values are a market average and only for coins in collectible condition, coins that are bent, corroded, scratched, used as jewelery or have been cleaned have far less value if any to a collector or dealer.
The 1925 Standing Liberty Quarter is a high mintage common date of the series. In average circulated condition value is $10.00 to $20.00.

A circulated 1939 US dime is worth about $2.70. An uncirculated US 1939 dime is worth between $9.00 and $20.00.
Going purely by melt value, a U.S. quarter minted before 1965 is currently worth about $5.50 for the silver (as of 11 January 2013).
The 1970 Washington quarter was NOT struck in silver.
A 1953 quarter contains some silver. If it is circulated it is worth $3.66. If it is uncirculated it is worth $4.13 to $4.30.

It's a novelty item worth couple of cents for the gold plating plus whatever the underlying quarter is worth. If the quarter is copper-nickel, then it's only worth a quarter. If it's a special silver "prestige" quarter made in San Francisco it's at least worth maybe $3.50 for its metal content.
