What you have is a lamination error, caused when the bond between the outer cupronickel cladding and the copper core fails. It's more common than you might think, but still retails for $10-15 in most cases. Note that the outside of the coin is cupronickel, not silver, and the core is copper, not "cooper".

A 1969 dime is worth its face value of 10 cents if it is circulated and worn. If it is in uncirculated condition or has any rare mint errors, it could be worth more to a collector.
