It's an engine who started out as 350 cylinder volume, then had the cylinders enlarged by .40" and the crank swapped out for one with a longer stroke. Basically the inside of a bigger engine squeezed into a smaller block.
Actually it's .040" (forty thousandths, not four hundred thousandths), it started out as 350 cubic inches, and the block is not really smaller. They are the same size. After changing the stroke and installing oversize pistons, the displacement would be 385.

No a 383 is a 350 with a 400 crank. A 350 bored 60 over is 361 cubes.

Why 400 heads? They are notoriously bad flowing heads without much modification the engine would be about 360 cubic inches, but the heads have nothing to do with the size of the engine.
Depending on your intake system, you should be anywhere from 360 to 380.
It's a .060" over 350 with a 400 crank
A 383 Chevy is a 350 block with a 400 crank bored .030 over. If it's not bored oversize it's a 377 (Not the only way to make a 377). If it's .060 over, it's a 388. Most builders agree that you cannot safely bore a 350 block .090 over, but if you did the resulting engine would be about 394.
A 383 is a 350 block with a 400 crank. The block is bored to 4.030". A 400 has a 4.125" bore, so you'd need to bore the 383 roughly .095", which is probably not practical as the 350 is not made to be overbored that much.

The small block 350 uses a smaller main bearing diameter than the Small block 400. To run a 400 crank in a 350 the crank must be "turned" down at a machine shop to fit the 350 bearing diameters. You also will need to use special pistons with the correct compression height for the 350 IF you are using the 5.7 inch 350 connecting rods. If you use the 5.565 inch 400 connecting rods , then you can use regular 350 pistons. The longer stroke 400 crank also requires that you provide additional clearance inside the block, by grinding notches to eliminate the crank hitting the block and other parts. Finally, the entire engine must be re-balanced to make sure that the engine does not vibrate. The 400 is externally balanced and the 350 is internally balenced so you need to use 400 flywheel and 400 harmonic balancer.
