If you mean your own password, you pick one when you sign up and you can recover it by giving your email address or username when you press the "I forgot my password!" link on the Login page of Neopets.
If you mean OTHER players' passwords, you don't. Trying to get other players passwords is immoral, since you probably only want them in order to steal from them. It will also get your account frozen on Neopets.

2. Go to "modify account information"
3. Type in current password
4. Type in new password
5. Re-type the new password in the "Confirm Password" spot
6. Push "Change Your Details" at the bottom of the page
