It is a euphemism for a communist or socialist regime in which the state (nominally created and run by and for the people) becomes a government that controls the people, allowing them little leeway in what they can say and do.

The advantage is that everyone receives their economic and legal due, and efficiency is provided by the central coordination of industries. The drawback is that the decisions on how people live are made for them by a small ruling group, with little input from the governed. This limits free will and expression, and stifles the creative and innovative processes. In effect, it is little different from classic oligarchies.

From 1922 to 1991, the USSR (Union of Soviet Socialist Republics) was a confederation of such republics, nominally autonomous but dominated by the largest republic, Russia.
