"Stardust Dragon" is a Synchro Monster so in order to Special Summon it from the Extra Deck, you meet a few conditions beforehand. On your field must exist at least one Tuner monster. In addition to that Tuner, there must be additional face-up non-Tuner Monsters whose stars plus the Tuner's stars equals the level of the Synchro Monster; in this case eight for "Stardust Dragon". Send those Monsters to the Graveyard and you can Synchro Summon "Stardust Dragon".
