"Bait and switch" refers to marketing or advertising schemes. The buyer or user is lured to the dealer or marketer by the prospect of getting a favorable deal, in terms of cost for the value received. The purchaser is then convinced to make a different purchase or change the terms, supposedly to receive an even better value.
A common example would be a bedding company that advertised mattresses for $99. Once the customer arrives at the store, the salesman convinces the customer that the $99 mattress is not as good a deal as a "better" mattress sold for $149. The salesman has "baited" the customer, then "switched" him to a more profitable item.
This is sometimes applied incorrectly to "hidden charges" or "extended warranty / service" schemes.
