its very hard to get a black dog with blue eyes, dogs with blue eyes are usually white but for everything else the only breed i can think of is the Akida, large dog, very similar to the Husky and Malamute breeds and can come in white, black and various other colours and blue eyes are not that rare in the breed
Typically, irregular (blue) eye color could be a sign of a dog being an albino, or deaf, or both. A friend of mine has 2 pitbulls who are both white and blue eyes and they are as deaf as bats. Or it could just means it not pure breed. Or it could be a perfectly normal dog, lots of possibilities

it depends. if the dog is a puppy it is usual to have blue ayes like for cats. if the dog is an adult dog and still has blue eyes, that is its natural eye color. it is usual for a dog to have brown or bronze colored eye.
Huskies & Pittbulls are the most well known. When you mix these breeds you still have the possibility of passing on blue eyes. I have a Boxer Pittbull mix who has beautiful Ice Blue/Light Blue eyes. Neither of his parents or siblings had blue eyes except for him.........Australian Shepherds are another bread that have blue pigment in there eyes P.s you also have to remember that dogs can be mated with more that one male in a single litter, that could be why only one dog had blue eyes. There are some misconceptions about that. Pit bulls are only one breed. Those names you hear are bloodlines like the breeder names them. Now, any bloodline could make white dogs with a black nose, red nose or a blue nose. Also they could be born with brown, green or blue eyes or a combination of two of them in same dog. If you don't the name of the bloodline when you got the dog, nobody can except the person who breed it.
