Most rubber cement does wash off with soap and water. However, I always have an excellent 'remover' next to my sink and unhesitatingly recommend 'Whitlam's Glue Wash' hand soap. This will remove all glues that I use, - rubber, super glue, pvc glue, ABS glue and many others. -It's available at all good plumbing suppliers.
you can use suger soap or a cement cleaner or a light acid wash test a small area first, make sure you wear rubber gloves as can burn skin.
Im doing my own tests to answer this question. I think the Iron Sulfate reacts with the excess lime in the cement and any acid wash before would liming the staining effect. But as in any stain, testing is vital to find what works for you and your kind of cement\concrete\stucco.

Plaster contains portland cement. Portland cement technically doesn't "dry", it "cures", meaning that a chemical process causes it to harden. After the portland cement starts to "set up", it should be kept damp so that it doesn't crack or otherwise become damaged. When it's still fresh, you don't want to spray a lot of water on it, that could wash away some of the portland cement. Instead, just mist it to keep it from drying.
