Cheap and quality are a contradiction. My suggestion for a REASONABLY priced .22 pistol would be a Ruger Mk III. These are going for about $250 on sale. The Browning Buckmark is another good quality handgun for a reasonable price.
Good 22.
High quality French pistol, they went out of business years ago.

Find a good gun smith.
A good pistol for a beginner would be a 22 cal. pistol. The ammo is cheap to purchase and this will allow you to get lots of practice without breaking the bank. A 357 Magnum is another good choice.
A 22 caliber pistol holds a dose of 22 caliber ammo.
$30 - $80. Low quality firearms intended to be low cost.
I would use a 22 long caliber rifle, a Kember,Browning for the pistol I would use a 9mm or 22 long rifle pistol a Kimber, or Sig Sauer.
the numbers refer to the calibre of the weapon, which is the width of the bullet. so a 22 pistol fires a bullet with a width of .22 inches
It is about $225 - $250
