Special committees that are created when the House and Senate pass different versions of the same bill. The conference committee negotiates a compromise between the two versions, and that compromise must then be approved by both chambers before it can be sent to the president.

In most legislative bodies, including Congress a conference committee occurs when each house has passed their version of a particular bill. The committee of conference is convened to come up with a compromise that both houses can agree on and approve. In most legislative bodies the conference committee is limited to issues in the original bills, they can't add language on other issues since the entire legislative body hasn't considered it.

Sometimes this provision is construed loosely and the conference committee can make major changes.

The agreed on version will then go to the president or governor for signature or other action.
