That would depend on the Time Signature.

In 4/4 time there are 4 crotchets, or quarter notes, in a measure, and they each get one beat.

In 2/4 time there are 2 crotchets, and in 3/4 time there are 3.

In each time signature the crotchet gets one beat.

However, in 2/2 time a crotchet would only get half a beat, and in 6/8 time a crotchet would get 2 beats.
