I am trying to make a Parkour/Free running video with some fellow traceurs, and I need a good video editing program. We're filming with a Flip Video camera, and it comes with a novice editing program. But its not good for what we want to do.
There is a very wide range of video editing freeware available on every popular platform.

I use my computer to make the transfers and then I can make VCD's (Video CD's) and DVD's. You need a decent video card and software, most of which you can get as freeware on the web.

Get something besides a Mac. :P Just joking. There are some other freeware programs for video editing, but a good paid one is Final Cut Pro.

There are several programs available in both the commercial and open markets capable of performing this function. However, it is also possible to do this in most editing programs with a simple workaround. Take the main source video and place it on one track. Take the secondary video, place it on a second overlapping track, and edit the properties to reduce the picture size. It is now smaller than the lower video, and can be placed anywhere within the frame, just like the PiP function.
iMac is a fantastic photo and video editing computer. You can do some photo editing with the built in iPhoto and some serious video editing with the built in iDVD.
