A "Delaying Action" is a tactic that is pretty self explanatory.
Delaying Action: "The purpose of a delaying action is to effect maximum delay to the enemy without committing the friendly force to decisive action. It is employed to avoid breaking before superior hostile force; to gain time or to improve the situation with reference to observation, cover, and field of fire; and to maneuver the enemy into a position in which he may be more effectively attacked."
In other words, a delaying action is meant to hold back the enemy. This could be to cover a retreat or to give time for reinforcements to arrive.
Nothing else. It was a short delaying action at the start of a two-year invasion.
It lives on in a myth which glorifies the Spartans and war and pretends that it was a significant battle rather than a short delaying action to force a naval battle.
