There are lots - basically ones that do not work just by plugging it into your computer (usually they come with a CD to install software/drivers). One example I guess is a mouse with a 4-way scroll wheel (it will only scroll up and down if drivers are not installed).

Plug and Play is a technology that simplified attaching peripheral devices. In the past, you had to physically set the settings on the cards you installed. However, not everyone knew what the settings were set to, and they would install something else and there would be a conflict. The cards needed to use different IRQ, DMA, and base addresses. Plug and Play will negotiate with the devices and come up with the best settings that will allow everything to work.
