Agoraphobia is the fear of being unable to escape when experiencing a panic attack.
Agoraphobia (from Greek aγορά, "marketplace"; and φόβος/φοβία, -phobia) is an anxiety disorder, often precipitated by the fear of having a panic attack in a setting from which there is no easy means of escape. As a result, sufferers of agoraphobia may avoid public and/or unfamiliar places. In severe cases, the sufferer may become confined to his or her home, experiencing difficulty traveling from this "safe place."
In order to establish when the public was told about the attack one would need to specify on the particular attack. However, most attacks are reported to the public almost immediately.

Gas from public sewers flows through water then turns to gasoline and ends out at the gas pump. Just Joking! Every house and every commercial building have vents out the roof and most of the gases escape that way from public sewers and little from man holes.
