Can you replace Mont blanc Generation Roller ball Pen 13420 to a fineliner?

Yes you can. You just have to purchase the right cartridge from an official Mont Blanc pen store or from Amazon.

What is fine-liner in artists terms?

A fineliner (one word) is a pen with a felt tip, almost like a felt tip marker but smoother and more precise, very similar to a roller ball pen. In the case of Montblanc pens, they are also spring loaded to prevent damage to the nip.

I need a pen that will write on photo paper?

I use Fineliner pens (various brands make them... currently using Dudley and Pilot makes). They seem to work well without smudging or skipping. Hope this helps!

Is the Fineliner pen thinner or thicker than the Dip pen?

That really depends on the size of the fineliner and dip pen you choose to buy. I'm not a user of fineliner pens so you'll have to excuse any mistakes I may make, but from what I'm aware, they come in the following sizes (from smallest to largest): 0.13mm, 0.18mm, 0.25mm, 0.35mm, 0.5mm, 0.7mm, 1.0mm, 1.5mm, and 2.0mm. However, dip-pens (be it the fountain pen type or the nib pen type) come in many sizes depending on not only the purpose of the set you buy, but also on any other nibs you may purchase seperate for your collection. Say, for instance, that you buy a cartoonist set - you will have a range of nibs from very thin to quite thick. But if you were to buy a set of which the purpose lay solely in calligraphy, the nibs may range from thin to wide (not necessarily thick in depth, but wide in width). So make sure you're choosing the right nib for the right job! Overall, though, it's down to your personal preference as to which you would enjoy to work with most, so don't be afraid to try both types of pens. Hope I helped.
