The court has a wide discretion and will mostly look at previous criminal convictions, bad debt or civil judgments. The same court presides in cases where attorneys is unethical or dishonest and can make a judgment that they are no longer fit and proper to serve as lawyers (They are then remove from the court role - dis barred)
