Yes it is water vapour is a gas because a gas is two things 1. Things that people here on earth breathe in (Air) or 2. a non-breathable substance that people on earth cant or don't breathe in (for examle steam people don't breathe) So yes it is a gas we cant breathe and most of the time u cant see it!
