I would take her to a sport shop and let her see what feels good to her as everyone is different. That way you can be sure the draw weight is correct for her as well and draw length too. You may want to check the laws in your state if you plan to hunt with the bow. Most have a draw weight ruling like 35 lbs min. for hunting.
A good starter bow, depends on what you want to spend, Just make sure you can adjust the poundage so when he gets stronger the bow can be adjusted. Also if he is planing on hunting the min. poundage in most states are around 35 lbs.
