Usually that is the case, yes. When a movie is overloaded with special effects, it's usually because the filmmakers are trying to compensate for what's lacking in other areas, i.e., bad/stupid/boring/unbelievable plot, bad acting, bad dialogue, bad editing. Also, even a potentially good movie can be ruined by overuse of special effects, as they become the focus of the movie, while the plot becomes secondary.
There are a lot of good tutorials on youtube for this, but I recomend getting a free trial of Adobe After Effects

For filming, No. The movie Avatar was originally thought of and announced in the mid 1990's. It was only when James Cameron, the director, looked into making it, he realized that the special effects of the time weren't at a good enough level to make the movie. He put it on hold until 2004. So in a sense, it did but filming and special effects took 4 years.
Manycam is good software for this purpose. It allows you to add a range of effects to your webcam.
Animoto and Cam Studio are some good free software programs that may be used to make a video. They offer some nice added features for special effects and are very user friendly.

It's an interesting film but some of the special effects don't hold up to today's standards. In some scenes you can see wires holding up floating droids.
Some facts with alot of fiction. The special effects are good. The aircraft & ships for the most part are realistic. The action scenes are great.The movie Tora, Tora, Tora has more facts, less fiction. However the aircraft, ships & special effects are less realistic.I like both movies, although both movies have some historical inaccuracies.
