Same way as in halo 3, with an over-charged plasma pistol only due to not being able to use equipment in ODST.

Use the ODST helmet, shoulders, chest, default wrist. In the cut scenes the ODST's had black visors but during gameplay they had silver visors. Hope this helps :)

Probably not because they will destroyed and i doudt that ODST's are trained in using police cars.

As far as I know, you can't because their isn't any online Option in Halo 3 ODST; Campaign Disk, BUT if you were to use the Multiplayer disk, you can get online/matchmaking, and play online, and get anywhere between 1 and 3 exp for games.
Why isn't there a br in Halo 3 odst?
Because bungie wanted people to use some other weapons for once, seeing how as the BR destroys all. Also the pistol was supposed to replace it in ODST.
Why in halo 1 cant you use the fuel rod gun?
you can only get a fuel rod gun in the pc version of halo 1
