When a horse scopes out a jump, it just means that the horse is looking at the jump trying to get a good idea of how tall/long it is and where they have to take off in order to be able to clear the jump.

Well there are several ways you can tell if your horse is a good jumper. You can have someone take photos and/or videos of you jumping the horse and look at them to see his form. You can also free jump the horse by building a 'chute' out of jumps down one side of your arena and placing a jump inside of the chute for the horse to jump over. You can see the horses form clearly and watch him. A good jumper, will snap it's front legs up and tuck it's hind legs neatly. There should also be a bascule or arch to it's jump as it rounds it's body in the air.
