Depends on what kind of bird, how mean and how comfortable you are handling it. You can move the cage to another room, this will cause some birds to settle down. New surrounding scare it and make it less mean for a while. Small to medium birds, put on a pair of leather gloves and take it out. Macaw size, a wooden rod, broom handle size and let it perch on it. Half the battle is believing you can handle the bird and that it is going to come out of the cage. You are going to be bit, that's just part of the process. If you believe you are the dominate one, the bird will sense this at some point. It is a contest who is going to control the situation, you or the bird. There are some bad birds that are just wired that way. A lot of them go bad from not enough handling or the wrong kind. You can't be scared of the bird, they will sense it and take advantage of it every time. You have to be consistent and correct it each and every time it misbehaves and after a while, it will learn that you are alright and can be trusted. It has taken me two years to retrain the Cockatoo on my shoulder. Time, patience and a little blood and you might change it's attitude.
