if this is meant as a 106 then you will find the adjuster underneath the car. quite hard to get to as you will have to remove the heat shield. this is situated jus a couple of inches from the position of the handbreak. if its a 206 then its much easier as its located inside the car. simple job of removing panel surrounding the rear of the handbreak.

Yes, Handbreak is open source and totally free. I used handbreak to convert DVD for my iPod before. It's quite powerful but quite complicated and no easy-to-use. Later one of my friends got me an Aimersoft DVD Ripper for mac, it's easy-to-use and can convert DVD to almost any video/audio format. If you are a Mac user, just have a try.

your break shoes are proberbly worn, that is why your handbreak is not holding properly. it is quit a difficult job if you are in experienced. wouldn't recomend it by yourself
