If it's a carbureted Heritage the petcock is located on the underside of the gas tank on the left side of the bike. If it's fuel injected there is no petcock.

The fuse panel is located beneath the seat. Lift the seat up and the fuse panel will be near the back of the compartment.
If the speedometer and brake lights aren't working then you should change the fuse. If that doesn't work then check the electrical system associated with your Heritage.
