The development of secondary sex characteristics (for example, breasts in females and facial hair in males) causes girls to look like women and boys to look like men.
Girls need estrogen as it is a female hormone. It produces your characteristics and feminine personality.
It's part of your genetic makeup. And also has to do with hormonal levels, particularly oestrogen, which is involved in the development of secondary female sexual characteristics (breasts, shape of hip etc).
Primary sexual characteristics are those which enable a person to become capable of having children, which in girls would be menstruation and in boys the production of sperm. All other physical changes, such as growth of pubic heair and breasts etc are secondary characterists. All these changes are directly initiated and stimulated by the two hormones that you have mentioned.
The estrogen is the main hormone responsible for puberty in girls. It makes the girls fertile and causes increase in breast sizes.

Girls start developing breasts with the onset of puberty usually between the ages of 12 and 14.
In boys, it is primarily testosterone, in girls it is a mainly a combination of progesterone and estrogen.
