A jabberjay is a mutation or 'mutt' created by the Capitol during the war that destroyed North America. It's a blue-jay that has been designed to mimic voices. The Capitol used them as spies to discover what the rebels were planning- it would listen to their conversations and repeat them to the Capitol.
