Ionization of the air occurs to form lightning. During this process of ionization, plasma is formed and makes a path down to the earth's surface from the cloud in stages. This is what is referred to as the leader.
Air is normally an insulator-not a good conductor of electricity, in other words. It inhibits ionized particles from traveling. (An ion or an ionized particle is an atom that has lost or gained electrons and so has become electrically charged.) It takes a tremendous amount of electrical pressure (voltage) to overcome this resistance and turn air into a conductor of electricity.
