In the 2.6 version of Windows Movie Maker, options (commands) listed on top are:
File, Edit, View, Tools, Clip, Play, Help
Import Media, AutoMovie, Publish Movie
They are commands. If you put a list of commands together to carry out a more detailed task, the list of commands are referred to as a program.
