It's a shot taken with the body of the camera almost at ground level. It exaggerates the height of the subject, making it look taller than it actually is.

It can also be used to enhance the perspective effect while photographing buildings and straight parallel lines to conversion (i.e. a straight road photographed from a low angle would have its side lines converge in the middle of the frame).
